Letter	The Government of Sri Lanka has been victorious in ending the 25-year war against the LTTE, but the peace is not stable. This fragile peace will erupt into renewed conflict if you attempt to maintain it through military and security forces, secrecy and fear—this we know from the history of other victors of other wars. Give Sri Lanka a real chance for peace – liberate the country from fear. Allow Sri Lankans to speak freely once again, and release society from its war mentality. I ask you to use all legislative and persuasive means available to you to ensure the full restoration of freedom of information and of an independent media that can report without fear of reprisal. Please do not permit the issuance of official credentials for local journalists and visas for foreign journalists to be tied to the content of their reporting. Journalists must be able to travel internally without restriction and have access to internally displaced persons in the welfare camps. You need the free flow of information so that you can make sound decisions based on what is really happening in your country and on the real opinions, needs and interests of your citizens. The war is over and the Government of Sri Lanka has no more excuses for limiting civil liberties. The international community is watching. I ask you use to your influence to stop the massive build-up of Sri Lanka's military. By increasing your armed forces from 200,000 to 300,000 to enforce peace in the Tamil-populated areas you are much more likely to spark renewed conflict, than to build the foundation for long-term peace. I am asking my own government to withhold all economic and development aid to Sri Lanka until the Sri Lankan military has been reduced to its immediate post-war size or smaller. Sri Lanka is a proud democracy with a proud history and diverse rich culture. You can give it a great future. As a friend of Sri Lanka, I urge you to take the necessary steps now to make long-term peace possible. With deep respect,
